Waiting Child Adoption Services
Lutheran Family Services offers adoption services to families interested in adopting older children in need of a permanent
home. These children are usually older (typically, not infants) males of African-American heritage, sibling groups that
include older children, disabled children, children from families with backgrounds of mental illness and substance abuse
and children with developmental delays. These are children in foster care that have been waiting for an adoption placement
and are legally free for adoption.
These services are offered through a grant received from the Virginia Department of Social Services and are provided at
no cost to the parents who adopt waiting children in Virginia. This program is available is all agency offices and works
in combination with the treatment foster care program - joint training and dual certification of parents as foster/adoptive families.
